Value-Added Application Services of Digital Terrain Model
Digital Terrain Model (DTM) has played a crucial role in geospatial information industry and their applications. To advance development of the geospatial information industry and further promote land administration affairs, NCHC has been commissioned by the Ministry of the Interior to build up a DTM value-added service platform with tremendous enhancements in the spatial resolution and accuracy. This platform has synthesized the best results from each authority, various analytic functions, such as slope, direction, shadow, contour, and openness, which are developed by different algorithms, and valued-added data access services including the national-wide 20 m DTM open data and 5 m DTM data (permission-needed). Through this platform, users are able to access almost all value-added maps they need for further applications and analysis.

Our value-added services platform could benefit the development of intelligent applications for national land-related tasks, such as the area of roads, public places, and private housing, precision agriculture, flood prevention and natural resource conservation, and 3D geospatial information.

Environmental Disaster Prevention Model Integration Technology
In the Case of Disaster Prevention and Relief Technology Applications
  • Introduction

Typhoon, earthquake, landslide, debris flow, flood, drought, and climate change not only cause the loss of lives and assets, but also impact the nationwide development. The Executive Yuan Program on Applying Science and Technology for Disaster Reduction was implemented in response, and The NCHC is responsible for integrating the data from each government authority with modeling of academia and research institutes. The NCHC utilizes several innovative technologies, such as cloud services, high-performance computing, big data analysis, IoT, image recognition, statistical analysis, and machine learning, to integrate horizontally a wide range of environmental disaster prevention related Big data, and jointly established the Disaster Management Information Platform with the National Science and Technology Center for Disaster Reduction.

The platform allows government authorities and citizens to access Taiwan's disaster prevention data and maps online, and also further access real-time information, which is applied in disaster situation monitoring, disaster situation warning, forecast, and emergency response systems and models for large scale complex disasters. This provides relevant personnel with more accurate and real-time information of environmental disaster prevention for better and precise decision-making. It thereby improves our capabilities of environmental disaster prevention, reduces the impact of complex disasters, and precisely estimates the amount for the post-disaster recovery.

Our innovative services such as automatic monitoring service which contains the technology of video automated target detection and image object recognitions. This can greatly help several disaster prevention related industries, such as security, fire safety and public safety on various aspects to shorten the time of early warning and upgrade the accuracy.

  • Introduction

Apart from typical 2D GIS platform, the new visual experience can be achieved via the WebGL technology from our intelligent 3D-GIS platform. In this platform, the geospatial Big data can be injected more efficiently in several aspects e.g. Data acquisition acceleration and data structure reconstruction, which greatly improve the experience of data visualization.

    • The geospatial data can be displayed as 3D geospatial model in our 3D-GIS platform in a semi-autoprocessing reconstruction from data re-processing and WebGL technology. During the browsing, you can scale up/down, move horizontally/vertically etc., which allows you to make your own plan based on your requirements.
