Ministry of Culture Started an Animation Creator Base in C-LAB and Cooperated with National Center for High-performance Computing to Build Industrial Cluster
Lee Yung-te, Minister of the Ministry of Culture, attended the Taiwan Contemporary Culture Lab (C-LAB) today (9) and announced the opening of the Taiwan animation creator base in the C-LAB Park. Lee Yung-te said that Ministry of Culture would continue to work hard, believing that in the future, C-LAB would gradually go from 0 to 1 and 1 to infinity, continuously allow creators to realize their dreams, and serve as an important channel for Taiwan culture to connect with the world, which would bring more employment opportunities and output value to the industry. Minister Lee also mentioned that when inspecting C-LAB in 2021, President Tsai emphasized that Taiwan animation and visual effects are an important part of industrial development, and Ministry of Culture should actively create support fields and resources for the animation industry. Afterwards, a special investigation team was formed under the call of Executive Yuan, and with the assistance of Animation & Visual Effects Association (AVA) and NCHC, the hardware and software of the animation creator base was built this year, and the first batch of eight companies was stationed.
Tsui-yu Hsieh, Director of Taiwan Living Arts Foundation, said that after the establishment of animation creator base by C-LAB, creators of animation and visual effects finally had a home so that they could work in a united way. It was expected that government resources could be gathered to deepen industry exchanges and mutual assistance in the future. The opening ceremony today was just the beginning, and the animation base would certainly accompany everyone to open a new bureau in the future and lead the trend together.

In the past, C-LAB continued to pay attention to the experimental support from 0 to 1 and carried out R&D plans and co-production performances with international exchanges, accumulating sufficient experimental creative energy. Since 2021, in order to implement the back-end industrial function from 1 to infinity, an industrial training center was promoted for establishment, which initially targeted the animation industry. After many interviews with companies in the industry, under the overall planning of Ministry of Culture, an animation creator base with industrial clustering, resource pooling, and professional support was built. The old air force dormitory located in the northeast of C-LAB was transformed into a creative cluster capable of incubating the animation industry. According to the needs of the animation industry, flexible professional facilities, including the living space, dynamic capture studio, imagination room, conference room, film delivery room, and multi-functional exhibition hall, were built.
Meanwhile, in cooperation with National Center for High-performance Computing, National Applied Research Laboratories (NCHC) under National Science and Technology Council, using the international cloud computing farm created by the Center, resources such as self-developed real-time computing platform technology and animation and visual effects software were provided to further expand Taiwan's animation strength.
The first eight groups of teams stationed included Kent Animation, which had produced TAICHI CATS animated films, and would develop remote out-of-region performances after being stationed; Movect Studios established by the core team of Silent Code; Mosen Content, which developed multi-animation IP and exhibition, and AR game crossover; Floating Point combined with blockchain; Chin-Hsuan Lin, the creator of the upcoming animated short film; Go Go Studios, which was good at the development of small IP original animation; Rising Star Creative, which had accumulated rich experience in Hollywood animation production, and One Punch Creativity, which combined AI technology and popular science knowledge.
In the future, this base would jointly plan training series courses with Animation & Visual Effects Association (AVA), and C-LAB would provide assistance such as legal consultation and industrial media, so as to achieve the goal of industrial transformation through the perfect software and hardware support and the clustering and aggregation among stationed companies in the industry.
