National Science and Technology Council Held a Seminar for Users of Open Data Collection Platform, and National Center for High-performance Computing Shared Data Alliance and DTM Value-added Service

National Science and Technology Council held a seminar for users of the open data collection platform. Data governance guaranteed rational application. Data value-added service reduced disaster risk (Press release of National Science and Technology Council on August 12, 2022)

The data collection platform established by National Science and Technology Council and National Center for High-Performance Computing contained more than 32,000 data sets collected from public and private sectors on multiple fields such as the environment, pandemic, traffic images, and satellite images. Besides, it also provided data and computing resource services in response to the demand of the Taiwan Open Government National Action Plan for promoting open data. A seminar for users of data collection platform was held today (11), and information services and application results were shared among government, industry, universities, and institute circles. 

Data management was implemented to ensure the legitimacy, rationality, and security of data use
Minn-tsong Lin, Deputy Minister of National Science and Technology Council, said that personal information, core technologies, state secrets, business secrets, and intellectual property rights should be protected at the time of open data use, and information security should be maintained, so as to ensure the legitimacy, rationality and security at all stages of data life cycle from data collection, processing, use and sharing. With data governance, a sound virtuous circle could be formed between scientific and technological development and data protection, and benefits of data would be enhanced in scientific and technological R&D. Taking TCCIP climate change integrated service platform established according to the plan of National Science and Technology Council by National Science & Technology Center for Disaster Reduction as an example, in order to ensure appropriate scientific data service, according to uncertainty and application degree, data were classified into open data, restricted open data, advanced data, and test data. Management actions of each stage of the data life cycle were defined with the Data Management Plan (DMP), which would be provided to the public after layers of verification. 

Environmental monitoring data was applied for immediate warning and disaster reduction
For typhoon flood warning, the geospatial data, historical hydrological observation data, and the real-time perception data obtained by the forward-looking technology of the Internet of Things were combined and used. The reliability of rainfall forecast could be greatly improved through flooding model calculation, and the monitoring, transmission, and application of water regime could be conducted in a timely way, thus reducing disaster losses. In the agricultural field, crop growth prediction models could be developed by using the observation and forecast data of open weather stations, human behavior records and environmental sensor data in agricultural fields. 

The prime time was effectively grasped for data set analysis to reduce the risks associated with the living environment
In the medical field, with website information, such as infectious disease map, cause of death map, cancer map, and emergency information integration platform, as well as the analysis and research on oral quality and accessibility of medical resources, the application of open data displayed became a good helper to promote the people's health in Taiwan. In the application on earthquake disaster prevention, the regional earthquake observation network could be used to detect the epicenter and scale of earthquakes and deduce the estimated degree of earthquakes in different areas and AI in-situ earthquake warning. By detecting earthquake P waves and using the AI model, the estimated earthquake degree in this area can be predicted. Through the earthquake quick report before the strong earthquake wave, people could grasp the golden ten seconds and reduce the loss of life and property.
