In recent years, the 3-Dimensional Geographic Information System (3D GIS) has been advancing rapidly due to availability and development of space- and air-borne images, network technology, large-amount S&T data processing/storage, and research results visualization. Web-based platforms, such as GoogleEarth, VirtualEarth and SensorMap, further demonstrated real-time interactions with global users in utilization of GIS data and its applications. It is undeniable that the GIS is making great impact to our daily life. It is also predictable that the impact is increasing in both breadth and depth with the advancement of related technology and application areas.
The National Applied Research Laboratories synergized the capabilities from affiliated research centers and completed first phase project in the development of a platform -"High Resolution 3D GIS TAIWAN". The capabilities included expertise in high speed network/high performance computing, space, disaster reduction, earthquake engineering, typhoon and flood monitoring/prediction, and precision instruments. The platform integrated satellite observation data from FORMOSAT-2 with 2 m resolution and 5 m DEM GIS data, and 15-50 cm resolution data from airborne image for local attraction sites. Large data exchange, fusion, processing, and 3D VR display technologies were applied. It is our goal to establish a domestic, web-based, immersion type 3D GIS platform. Current application is mainly to facilitate the decision making in disaster reduction for the government, and to support research for academia. It is our plan to extend the services to provide video conferencing, real-time monitoring, on-line database.
The purpose of this panel discussion is that NARL wishes to solicit opinions and recommendations from the experts in terms of: how to efficiently and effectively integrate our nation's limited resources to better develop “High Resolution 3D GIS TAIWAN” and make it popular and practical; and what to explore in areas such as environment, homeland security, agriculture, and etc.. It is also essential to make our platform an advanced, expandable, in order to respond to future societal needs and contribute to our country's sustainable development
