Beginning a New Era in Cloud Computing –The NARL Appoints Dr. Ce-Kuen Shieh the NCHC's New Director 2013/02/04

The inauguration ceremony of the new director of the National Applied Research Laboratory's (NARL) National Center for High-performance Computing (NCHC) was held at the NCHC’s Hsinchu headquarters office on Feb. 1st, 2013. Professor Ce-Kuen Shieh of National Cheng Kung University (NCKU) formally took over as the NCHC’s new director. The NARL’s Vice President Tung-Yang Chen presided over the ceremony and expressed his appreciation for former Director Kuo-Ning Chiang’s service to the NCHC over the past three years. The NARL's Vice President Chen went on to say that he expected the newly appointed Director Shieh to utilize his rich and practical experience to guide the NCHC in its ongoing efforts.

Director Ce-Kuen Shieh received his Ph.D. in Electrical Engineering from NCKU. From July, 1989, to September, 1990, he implemented research projects as a Post Member of Technical Staff (PMTS) at Bell Labs in New Jersey, USA. After returning to Taiwan, he engaged in teaching and research at NCKU. Prior to his coming to the NCHC, Director Shieh served as the Chair of the Department of Electrical Engineering, Director of the Computer and Networking Center, and the Associate Dean of College of Electrical Engineering and Computing at NCKU.

Director Shieh has rich academic achievements and great administrative experience. During the period of serving as the Director of NCKU's Computer and Networking Center, Director Shieh converted NCKU’s IT infrastructure into a green intelligent machine room and increased NCKU's network ranking to within the top 20% worldwide, thus, clearly demonstrating his outstanding capability in planning and leadership. Additionally, in 2010, Director Shieh supervised the implementation, management, and operation of the Taiwan Academic Network's (TANet) local area network centers. This project was classified as "premium" by Taiwan's Ministry of Education.

Director Shieh realizes the importance of Taiwan's international visibility. He actively exchanges technologies with research institutes across the globe and serves as the Chair of the Establishment Committee of the TaiWan Advanced Research and Education Network (TWAREN). He also served as the Chair of Information Engineering Subject (I) of National Science Council (NSC), was a committee member of the 5th Advisory Committee of the NCHC, as well as a member of the Board of Directors of the Taiwan Association of Cloud Computing. At present, he serves as the Chair of the Institute of Electrical and Electronics Engineers (IEEE), Tainan Section, and the editor of IEEE Transactions on Industrial Informatics and Journal of Information Science and Engineering (JISE) at Academia Sinica.

Director Shieh possesses interdisciplinary research capabilities with particular focus on the development of technology applications that create real value and actual benefits. Through close cooperation with local industry and academia, he assisted several domestic universities in launching their own cloud services. His successful and effective combining of theory and practice clearly illustrates his forward-looking vision of cloud technology and its application thereof.

The VIP guests attending the ceremony included Prof. Han-Chieh Chao, President of Ilan University, Prof. Ruay-Shiung Chang, President of Taiwan Hospitality and Tourism College and the Chairman of the Taiwan Association of Cloud Computing, Prof. Sing-Ling Lee, Vice President of National Chung Cheng University (NCCU), and Prof. Yon-Hua Tzeng, the Dean of the College of Electrical Engineering and Computer Science, NCKU. Other VIP guests included Prof. Li-Ming Tseng, Department of Computer Science and Information Engineering at National Central University (NCU), Prof. Shang-Liang Chen, Director of the Computer and Networking Center at NCKU, Prof. Tei-Wei Kuo, the Chair of the Information Engineering Subject, MOST, as well as Prof. Chu-Sing Yang, Prof. Li-Der Chou, and Prof. Jiann-Liang Chen.

Director Shieh plans to use the NARL’s inter-center cooperation features to promote scientific research, value, and innovation, to strengthen the reciprocity mechanisms between research, academic, and industry circles, as well as to activate research results. In terms of international exchange, the NCHC will promote more substantive cooperation and collaborates with the Ministry of Education (MOE) and Academia Sinica by upgrading Taiwan’s cloud network backbone to 100G, thus, making it the most powerful network backbone in all of Asia! Additionally, under Director Shieh's guidance, the NCHC will continue to devote itself to key technology research, innovation, and application development in cloud computing, big data, and render farm; the ultimate goal of which is to make Taiwan an important cloud computing industry base. By constructing solid hardware facilities and a secure environment, Taiwan's scientific and technological development will enter a new era of research and domestic academia and industry will, in turn, be elevated to the status of world-class!
