Asia Pacific Project
In May, 2002, Taiwan's Executive Yuan proposed "Challenge 2008" a six-year national-level plan of development that will help to secure Taiwan's competitive edge in the new world economy. The “Challenge 2008” plan details specific steps that the government will take in order to reach its goals. The plan focuses on nurturing human creativity and technological talent within Taiwan.

The NCHC plays an integral part in meeting the goals of the “Challenge 2008” plan by facilitating its International Innovation and R&D Base Initiative. The primary means by which we will help the government achieve these goals is by building, supporting, and maintaining the TWAREN and KING projects.

The NCHC's part in the "Challenge 2008" project includes:
  1. Constructing TWAREN
  2. Connecting Taiwan with other international high-speed networks
  3. Making Taiwan the gateway to global research and education in the Asia Pacific Region
  4. Developing the KING project and the Knowledge Management Center (the NCHC's central business unit located in Taichung, Taiwan)
  5. Promoting international collaboration and multilateral communication
  6. Making Taiwan the industry knowledge, international innovation, and R&D base of the Asian Pacific Region
Benefits:

  1. Taiwan will become the main thoroughfare of Internet traffic and serve as an international research exchange point for the Asia Pacific region by:
    • constructing an advanced broadband academic research network
    • connecting with other international high-speed networks
    • becoming the backbone of the Asia Pacific academic research network
    • promoting international collaboration
  2. The NCHC will fully support the "Challenge 2008" plan's four major goals by:
    • increasing the quality of industrial output
    • creating an international research base
    • fostering skilled personnel for the e-generation
    • forming a digital Taiwan
  3. The NCHC will increase network capacity and connect with the international community by:
    • providing a high-speed broadband network for our domestic academic research community
    • connecting with the U.S. and other Asian Pacific country's networks
    • increasing the network capacity and solving technical issues that may arise
  4. The NCHC will create a flexible Knowledge Creation Grid with the following features:
    • a multi-function and multi-point teleconferencing system that will increase the quality of education, ease collaboration, and improve disaster mitigation and emergency response time
    • a healthcare system that will significantly decrease healthcare costs and increase the quality of healthcare in Taiwan
    • development of industry within Taiwan’s science parks and stimulation of the growth of local software, computer, and telecommunications industries.
    • the KING project--KING will elevate Taiwan's worldwide technological status by forming international alliances with countries in Asia, the U.S., and Europe who have also constructed Knowledge Creation Grids
